I kinda agree with both their points, a woman should be given equal respect no matter what she wears and it's never an excuse to harrass them but what the other girl is tryna say is in a more genral sense, like I prefer being modest because women are always only viewed as their bodies (like in most movies and shows) so covering yourself can be empowering for some, to have that authority over what others can see
