local logistics and crowd control are strictly the host venue's responsibility, not BIC. BIC handles race sanctioning and global broadcasting, but SIC and local authorities (PDRM, Rapid KL) are entirely accountable for local traffic, shuttle bus scheduling, queue barriers, and crowd safety.
