In Jordan Vs the city of New London, the court rule that the police department can refuse to hire people they consider too intelligent or too qualified for the position. intelligent/ educated people who know the law question illegal orders and tend to demonstrate empathy. This is counterproductive if your job is to be a violent oppressor of the people. It has become standard hiring practice for most police departments in the US to seek out and recruit low intelligence, low performance C or D high school graduates or GED holders because they make the best goons.
