Yes, God forgives them but if only they ask. When you say "repentance" it's not just about saying sorry or feeling bad, it's about changing and surrendering your life to God, letting Him to change you. Now if a rapist/abusers said "sorry" but didn't change themselves then God don't accept them to heaven. God forgives but only if you ask, God loves us so much that he gave us a free will because He doesn't want to force us to love Him, it's your choice if you want to believe or not. God is just waiting for us to come to Him, no matter how big or small our sins He'll always welcome us with open arms as long as we accept Him.
