Repair manual actually says to apply vaccum to the valve before installing. But yes, holding them down works well.

Hold the flap open with one hand and push down. Tighten the two center bolts and it stays in the correct position. Install 2 outer bolts

If I had a dollar for every time I have fixed someone’s mistake in this exact scenario I would have at least $100. When I scan the ECM and see intake manifold runner valve fault codes I automatically know.
