To be honest, yes the movie is a visual masterpiece, but I can now perfectly understand the hatred many already feel toward it. Reviews are mixed, leaning negative, because it was essentially 13 years of animation wasted on a plot that would have worked much better as a series. Yes, Homura remains the second most powerful concept and being in this universe, so the idea that Wasu "beat her" is false; in their only fair confrontation, Homura managed to overpower and restrain her until Selema and Zi showed up to help. But just as we were about to see them go all-out, the focus shifted entirely to... nothing? What exactly did we get out of this besides new lore? I get that it’s an open ending, but still 13 years for that? It would have been better to give us a series followed by a movie. All they really did was reinforce the fact that Madoka will never be even remotely happy as a goddess and that Homura can't hold onto her forever (something we already knew from Rebellion). The only good things we got were the lore regarding the Nozuke and what happened before the witches existed, but again, that would have been better suited for a series. Furthermore, all Wasu, Selema, and zi accomplished was confirming the existence of the "Witch Record" to the Incubators information the Incubators can use to rebuild an energy-harvesting system based on witches. We gained nothing other than undoing the events of Rebellion instead of making any real, positive progress; they nerfed Homura just to advance a plot that was already overly dense and rushed, resulting in something that felt ultimately hollow.
