I understand people that wanted more of him but I think the balancing act of BND with the multiple characters was perfect as it is, my hot take is that on paper this movie could have been as messy as Spider-Man 3 or TASM 2 but they pulled it off because they technically introduced just 1 character (Jean) with a backstory and their motivations, the others are already established in the MCU and they just show up like they would in a comic so I think it could have been a mistake to try to introduce and give Tombstone more time that he got in this movie.
