PNW Canadian here - this sounds like a remote multi-day hiking area in which case etiquette is to make room as the camp sites are never enough in peak season. But the late-comers do sound like jerks.

in my experience it's first come first serve and if your late or there none left you leave or find a campsite somewhere hopefully near by (yes we've gone too late and had home since they were all tooken)

Just to comment on the whole nordics vs. americans personal space thing, by nordic standards, Americans don't have a concept of personal space. We are way more standoffish and talking to strangers is not something we do sober. But its also ingrained that you can't hog public resources

the camp site is first come. many of the campsites close to me are reservations only. you do not have to share your campsite

I don't think OP is an AH because if there is a first come first served kinda deal, then they did nothing wrong but is that clearly marked somewhere or just a know thing. because if it's only a known thing, most people might not know. but also, just because they can't get a site, surely they can pitch a tent anywhere, are they just being fussy and wanting a designated site. I don't camp to know this
