Water resource engineer here: a 500 year storm doesn’t mean it’s a storm that will only happen every 500 years. It’s actually a percentage chance of occurring. The newer way to talk about it would be annual exceedance probability (AEP) storm. A “500” year storm would be 1/500 turned into a percentage. It would mean the roadway is designed for a 0.2% historial storm to come. The flow associated with each AEP storm changes based on the historical storms we get. As weather becomes more unpredictable, a 0.2% storm might change in the future.
