now I don't know what the clear solution is, but what he's describing is a common problem with political terms because a leader who has a term of 4 years is hyper incentivized to green light strategies that will bear fruits within their term that they will get recognition for because it reflects on their legacy and it might contribute to reelection, but their incentives to green light strategies that may not bear fruit until after their term are well after their term is dramatically less because they will not be the ones who get to claim that win. it will be some future political leader who can claim that win so it takes a level of almost self-sacrifice for a politician to support a policy or a strategy that they will not benefit from. and historically, the types of people who seek that type of leadership that type of political office are also inherently not likely to read the same personalities who are willing to sacrifice themselves or sacrifice their potential Legacy for results that they will not see any benefit from.
