It may have something to do with a difference in sexual selection. Prevailing hypotheses on hair texture differences hover around the idea of climate being the central reason. I don’t think that’s the case anymore (>100,000 years ago is another story), since mainland Australia is exactly where you’d expect to see afro-textured hair, and yet you see loose hair mostly. It’s a very hot, arid landmass. Tasmania, on the other hand, is cool and wetter. Since alleles controlling for hair texture are polygenic, then it means that there has to be collective pressure inducing people with looser hair to keep having offspring with other people with looser hair for looser hair to prevail. And, like you said, Tasmanians were many thousands of years removed from mainlanders, which implies differences in cultural and aesthetic preferences. In the Horn of Africa, for example, Somalis are generally known for having looser hair compared to their neighbors, including Ethiopian highlanders, even though Ethiopian highlanders have more Eurasian ancestry than Somalis do. Egyptians (including Copts) are known for having higher frequencies of peoples with very curly and at times even loosely Afro-textured hair compared to Palestinians despite generally not having tremendously more African ancestry than Palestinians do and having a large prehistoric overlap in ancestry with them.
