Because here people pay for their trash bags (“pay as you throw”), and it’s not included in their bills. The government tried having more public bins, but people started dumping their household trash in them to avoid paying so they again reduced them.

Japan is the exact same 😂. I used to stand outside convenience store and eat/drink and use their bin and carry on. If not the rubbish would stay in my bag all day 😅

Take a bag along to put it in; there are often trash cans at bus stops, since it isn’t allowed on the bus.

Also why such a developed, rich country with capital being so technologically advanced. Even having air purifiers on the subway, can’t developed, upgrade sewage system especially in Seoul. How you can’t flush toilet paper in one the most advanced capitals. I understand small towns, villages and islands
