Mills was serving an indeterminate Sentence of Imprisonment for Public Protection at HMP North Sea Camp, near Boston, for previous child sexual offences, including the rape of a child under 13. Despite being in custody and subject to a 2011 Sexual Offences Prevention Order, Mills used an unauthorised handset to access a teen chat application in August and September 2024. Knowing the victim was 13 years old, Mills requested photographs in her underwear and demanded sexual contact. A fellow inmate discovered the contraband phone, prompting a forensic examination that uncovered the communications alongside 47 Category C indecent images of children. In police interviews, Mills admitted an ongoing sexual interest in young teenage girls. The court heard the victim required professional counselling and engaged in self-harm as a result of the trauma. Appearing via video link from HMP Whatton on 2 October, Mills admitted sexual communication with a child, making indecent images of children, possessing a phone in prison, and breaching his prevention order. Judge Simon Hirst branded him an ongoing danger to teenage girls, imposing a three-year concurrent term, a Sexual Harm Prevention Order, and an indefinite restraining order.
