The US bases in Korea had these cases constantly. I taught in Korea for 5 years and heard of at least 1 case per year. many of these soldiers did not get sufficient punishment. the locals really really hated the US bases.

I was stationed in Japan for many years. Loved it so much that I decided to live there and even separated in Japan due to good behavior. Married my Japanese girlfriend immediately after and 30 years and 4 children later, we are still together. When I was in active duty over there, whenever something like this happened, the vast majority of servicemen were livid! I never heard anyone try to make excuses for this. We were all equally horrified and embarrassed. That being said, they are going to have to ramp up the penalties for this kind of crime. I did see some guys get locked up in Japanese prison for a few years, and it is no picnic. But if they give the death penalty for this kind of crime, it will be the best deterrent.
