Sadly, for those of us in 🇺🇸, the peels of citrus fruits are so loaded with toxic petrochemicals (many of which are banned in the rest of the world) are not safe to consume 😢

Regarding the bitterness, the lemons on the tree I used to have had a very bitter pith. If not removed it would have been inedible. Boiled, caramelised, squeezed, limoncello... Tried it all. The zest was wonderful, just like the juice.
