I don't think any department of the executive branch should be able to just "come in" and end things. They can propose to either the Judiciary to rule something is unlawful (and then their executive order MUST immediately provide a holdover until whatever is replacing it is enacted) or to the Legislature to make a new outline that ends something AND replaces it immediately. The executive branch executes the will of the legislature, it can enforce, it should not have the sole power to de-enforce something (IE, DOGE should have never existed, that should have been something proposed by the president and/or cabinet to the Legislature to enact it, or to the Judiciary to rule on its necessity). I can't believe founders so desperate to get out from rule under a king so badly defined the parameters within which the executive branch/President can operate.

I was in operations/project management for many years. To manage a project, sometimes you have to bend the rules. So it’s important to know why each rule exists in order to determine if and when it’s appropriate to break them. “Move fast, break things, worry later” is anathema to me.
