You're right. My daughter stayed with some university bullies in her 1st year. She shared a room with one of them. They were in their 3rd and final year of some useless course (parents usually think their child chose a very good course and they proudly send them to university). They partied almost every night using their poor parents' hard earned money. When my daughter asked for time to study, they bullied her even more and told her to go to the library. I had to intervene and speak to the Res managememt. Needless to say most of them failed.
