The History of Somaliland and the Principle of Colonial Borders
The history of Somaliland and Somalia goes back to the period before independence in 1960.
Before June 26, 1960, Somaliland was known as the British Somaliland Protectorate, while the territory that later became Somalia was under Italian administration and was known as Italian Somaliland. The two territories were therefore administered separately under different colonial powers.
On June 26, 1960, British Somaliland gained independence from the United Kingdom and became the State of Somaliland. Somaliland was an independent state before entering into a union with the former Italian Somaliland.
On July 1, 1960, Somaliland united with the former Italian Somaliland, which had gained independence from Italy, to form the Somali Republic.
The issue of Somaliland’s historical borders is also relevant to the African principle of respecting the borders inherited from colonial rule. In 1964, the Organization of African Unity (OAU), the predecessor of today’s African Union (AU), adopted a resolution calling on African states to respect the territorial integrity and borders existing at the time of independence.
This principle was intended to prevent territorial conflicts and maintain stability across Africa. It is commonly associated with the principle of uti possidetis juris, under which newly independent states generally retain the territorial boundaries they inherited at independence.
From this historical perspective, Somaliland’s supporters argue that the territory that became independent on June 26, 1960 had its own colonial boundaries and became a separate independent state before entering the union on July 1, 1960.
