there are new rules for banks and loan pools that were enacted after 2008. look up CECL or current expected credit loss. banks have to to provide an allowance for loss for all loan pools etc.

With the relaxation on bank rules by Trump, can the US banking sector survive this economy & failed debt. At . least other countries haven't relaxed their rules so it shouldn't spread in the same way.

They need to stop fractional lending at the rate it’s at and increase the amount that you get from keeping your money in a bank but they won’t cause it hurts their bottom line
