Idk anything about miniatures, but the small flaps of the bag are supposed to go under the big flaps on each end. This hides the small flaps and gives the "sealed" edges of the bag a smooth surface that won't catch on anything during transit. This is technically how the real bags are constructed, but they also have a plastic lining to prevent the mix from leaking out of the bag. For concrete mix, you could use small pieces of gravel/lime and crush them up.
