im of the mind of i hate her but i think the rest of the town does still deserve that money and im glad john thinks so too even if i wish it was done differently. he wants to do the right thing which is give back to the people that he did harm in a way. i think its a good decision for johns character

I am not against it given the fact the whole point of that subplot was John finally taking responsibility for having a hand in the destruction that happened during the battle of rushville especially given the fact he had avoided taken responsibility for it for 10 years

this sort of implies no one should get any restitution then, I liked it because it shows that yes, we need to do our best, and if one is wealthy or has a means to pay it, then we should. I.e., governments should take efforts towards reparations.
