Is there a difference between the Department of Homeland Security and the Coast Guard? After all, the USCG is part of the DHS. There is a difference! The DoH uses the conventional civilian/government system of display for flags. That's why you see the spread eagle on the national and different finials on the DHS and USCG, although consistency would be better. The gold (standard throughout the civilian side of the government) and white (DHS requirement) cords and tassels are not part of the military side of the government, except in specific circumstances and it gets complicated. Fringe on the posted flags is standard. Fringe on the colors being carried is up to the organization. Interestingly, the Navy and Coast Guard follow the same rule for fringe: it's forbidden on flags displayed outside. That does NOT mean colors carried outside, it means flags that are attached to a halyard. The wind destroys fringe in minutes. That's the only restriction on fringe which means Navy and Coastie color guards can carry colors with or without fringe. There is a long history for carrying the national without and the organizational with, but only the Marine Corps has that as a written standard. The suggested standard here is both with or without fringe.
