So the main legal issue is (based off what I’ve seen and heard) the father had custody of his daughter so legally cops cannot do anything as that’d be a crime whoever has custody can take their kid HOWEVER the assaults could be taken by police but that’s a sticky situation as it’s a very grey line between civil (custody) and domestic (police situation) so it’s a area where police have to do what’s best to not get the officers in trouble. Basically if the officers intervened fully they could’ve faced legal consequences from either party either way so they have to act as observers/witnesses
