Your own examples show that the Qur’anic rasm and the transmitted qirāʾāt agree, rather than showing that the scribes inconsistently recorded a “poetic licence.” The alifs in الظنونا، الرسولا، السبيلا are consistently transmitted in the muṣḥafs. Where the rasm lacks the alif, such as in 33:4, the qurrāʾ likewise do not pronounce one.
There is also a better explanation for the apparent inconsistency than scribal error: زيادة المبنى تدل على زيادة المعنى. An increase in form can indicate an increase in meaning or emphasis. The additional alif therefore need not represent a pronunciation that was accidentally omitted elsewhere. The variation in the rasm may itself carry rhetorical significance.
This is especially relevant in Sūrat al-Aḥzāb. الظنونا، الرسولا، السبيلا occur in passages describing the terror and despair of the believers and, later, the lament of the people of Hell. The distinctive rasm can be understood as reinforcing the rhetorical force of those passages. In 33:4, by contrast, the word appears as السَّبِيلَ, without the alif.

I think they are taking into consideration the different riwayat so it was written in a way to maximize the number of different recitation traditions the script could apply to

Its actually written like that by Allah to make it easy to memorize for children, encouraging societies to teach its memorization from a young age to have as many Muslims memorizing it as possible to preserve the Quran.

It's not a problem the Quran was spread by how the prophet Muhammad recited it.And people recited it the same way with a rhyme.when they wrote it in arabic they didn't have tashkil. So you are wrong.

"Whoever speaks out of his art has done wonders" stick to your expertise, the Qur'an has always been recited this way, and why the same word is spelled differently? It's because the prophet recited it that way, this is actually a strong evidence to prove the preservation of the Qur'an, if it wasn't, then all similar words will be recited similarly, but no, the recitation is fixed with different recitations for the same word according to its position.

these come down to differences sin tribal dialects and arbitrary for mere poetic rhyme — see the difference between bani’hudhayl and qureshi for instance.

I don’t know how to explain it, but you are mistaken my friend. The difference between “as-sabil” and “as-sabila” is not an extra vowel or “a” sound, it is wether or not you pronounce the “تشكيل” of the last letter. We would usually pronounce it if we’re stopping at that word, and ignoring it if we were to continue the sentence or verse. I hope that explains it to some extent.
