psalm 137 9 is expressing the anger and grief of the israelites after the babylonians destroyed jerusalem and took them into exile it is not a command from jesus for christians to kill children jesus teaches us to love our enemies in matthew 5 44 so we have to understand the historical context instead of treating every emotional statement in the bible as a command from god.
