The scammers can use the name of an actual agent, meaning victims who call a field office to check may be told the person really does work there - without confirming they made the call. Fraudsters may then accuse victims of crimes and demand money to avoid arrest, using threats and pressure to keep them on the phone and stop them seeking help.
