The mother of a 14-year-old girl whose newborn was found dead near Moss Landing in August has been arrested and charged following an investigation, Monterey County prosecutors said Tuesday. Ofelia Garcia Ortega, 36, was arrested Tuesday and is scheduled to be arraigned Wednesday in Salinas, according to District Attorney Jeannine M. Pacioni. She is currently in the process of being booked at Monterey County Jail. The infant was found dead along the side of a roadway on Aug. 1. The baby’s mother, identified as Jane Doe, was 14 at the time and is a victim of sexual assault, the DA’s Office said. Investigators determined the infant’s father was Jane Doe’s biological father, Sergio Galvez Perez, who has been charged with sexual assault offenses related to his abuse of her. Galvez Perez and Jane Doe were found in the Mexican state of Chihuahua this past weekend. He was arrested there on drug charges and has been charged in Monterey County with sexual assault charges, according to prosecutors. Jane Doe is in the care of Mexican child protective services. The investigation into the infant’s death also examined Garcia Ortega’s conduct involving her daughter. Investigators allege Garcia Ortega put Jane Doe to work in agricultural fields at age 13 using falsified documents, allowed her to drive without a license and kept her out of school for many months. Garcia Ortega faces two felony counts of displaying or possessing a forged identification card, along with misdemeanor counts of permitting a child to suffer or be endangered and contributing to the delinquency of a minor. A bail enhancement has been granted, and she is being held at $150,000, per the sheriff's office. In August, the Sheriff’s Office said it had obtained an arrest warrant for Jane Doe in connection with the infant’s death. The case remains under investigation, and no charges have been filed against her to date.
