It lets GPT-6.1 Sol think longer (high). It's cheaper, and in OpenAl's own test Sol on xhigh beat Astra on low for about a quarter of the cost. The router isn't magic: one cheap model call (or a few rules) picks model + effort, tests check the result, and a fail goes one step up. A clear spec lets the cheap tier run on low effort more often.
