There's a theory that he became disorientated while flying at night and at some point he ended up flying upsidedown. The lights that he saw were actually his navigation lights reflecting off the the water and as he banked from side to side, his lights moved accordingly, which gave the appearance of another craft moving around him. It's plausible and more likely than aliens.

When I was a kid. We lived in El Paso tx. Mid 80’s I was walking home at night big green light hovering over me. It had a sound like an inverter compressor DC. Looked up appx 25’ in the air. That thing zoomed into the clouds with half a second.

My dad knew his parents. I went to their house as a kid and saw a photo of him in his pilot uniform. I asked my dad who was that and my dad quickly said shut up. I was told many years later what happened.
