Toriyamas paneling is definitely very good and he has great choreography. But he has some very big weaknesses when it comes to paneling as well. For example he absolutely refuses to do big impactful panels where the art gets much more detailed to show how impactful a moment or scene is. This is literally one of the best parts about reading a manga. That one page where the art pops off. Toriyama hates doing this because it would take too long. Toriyama always wanted to be quick and efficient. This is why you'll never see any of dragon balls art when people talk about "the best looking panels in manga". There's many manga which id say isnt as well drawn as dragon ball. But I still remember some of those manga panels and pages much better than I remember anything Toriyama ever drew. Toriyama also refuses to get creative with his panel layouts. They are always very simplistic and samey. He doesn't do anything creative or unique with them. For example this page in chainsawman where everyone's arms create the panel borders. While toriyama is very good. He's definitely not the gold standard. If he was the gold standard then you're basically saying you prefer simple basic paneling over authors doing cool and creative stuff with their pages and panels.

I wanna become a comic artist, so I study a lot of paneling. Literally NOTHING comes close to toriyamas choreography and flow at all. The art is so clean and smooth and crisp as well, it conveys all that it needs to plus even more while being easy on the eyes and understandable.
