i dont know when it happened (maybe the Geoff Johns run) but they established Earth is such a clusterfuck of elements that it needs extra support, hence extra Lanterns

Pretty sure in the comics it’s explained that the earth in their universe has special properties that tend to attract powerful creatures something like that so the reasoning is they need extra firepower to make sure earth stays

In the comic books they end up using the reasoning that earths sector has more galactic threats than any other and thats why theres so many human lanterns

I always assumed that a human Green Lantern could still work in a different sector and move from place to place when necessary, so they serve a particular sector ordinarily but if their birth sector is threatened they can fly over and assist
