Maul got nerfed against Vader and everybody knows it. They also nerf Vader’s opponents to make Vader seem more terrifying than he actually is. You forget that Sidious designed his suit to hinder his movement and cause his pain constantly. Yet in Shadow Lord we clearly see that Vader is not in pain or hindered at all.

A mi Darth maul siempre me ha parecido con poca experiencia pero con habilidad y quai gon demasiado bueno tanto que le hace débil por eso pierde … vader tiene un uso de la fuerza de otro nivel al fin y al cabo es un sith y encima skywalker. Larga vida al Imperio!

The difference is Vader uses strong swings and brute force more while palpatine uses form and fluent techniques. So maul could dodge and block palpatine more effectively than Vader
