You are correct. But also....engineering and construction is also an issue. We have a tunnel here engineered by the Japanese that has never flooded. Down the road....we have a tunnel engineered by Vietnam that always flood. Engineering and how things are built and constructed make a huge long lasting differences as well as natural vegetation and drainage.

And, not to mention that Saigon is actually sinking, with an average rate of 5cm per year. This is also caused by many reasons, from weak soil base, to the weight of urbanization and newly built infrastructures. So we’re having 2 effects at the same time, we’re sinking down, while the sea is raising up.

Well, months ago, I overheard someone talk about the flooding in Nepal could probably cause flooding in Vietnam months later and it did. I didn't pay much attention to it back then but It's now.

Every year, Saigon sinks by 5-6 centimeters. I think that's the main reason for flooding and the breakdown of the local drainage system.

Iv also notice all the drains are filled with trash, there are people that clean street trash daily but every rain pushes all the uncollected litter into a already weak system
