Ed Roberts, Judy Heumann, and many other disabled students started protesting at Berkeley, but ended up getting funding for section 504 and eventually the ADA.

Remember that the largest employer in MANY states are their university systems! This means a lot of things but importantly it means that the states largest employer can play a critical role at the state level including pushing for laws and regulations that benefit civil society at large. It’s not a coincidence that companies like Walmart lobby states for a business environment that benefits them. Universities can do the same.
