I mean you don’t need a law to get that. Once your name and social is on any document on the job, you have a right to see it and what’s inside. Not sure why the limitation. You should always audit your files up in HR. ALWAYS!! I suspect at my old Jamaica at the NY botanical garden managers were dumping stuff in my file.
