In a microwave safe bowl, combine white chocolate chips and coconut oil. Microwave in 30 second intervals, stirring in-between until the chocolate is melted and smooth. Pour the milk chocolate into your bowl of popcorn, then mix to combine. In a medium mixing bowl, stir together cookie crumbs and jello powder. Evenly sprinkle the cookie crumb mixture onto the chocolate coated popcorn, then toss to coat.
