In terms of economic efficiency, price gouging is the correct thing to do. The seller has a limited stock that is going to be sold out regardless of if there is or is not price gouging -> the seller gets the highest profit possible on that limited stock -> the seller uses those profits to source more stock. The issue, of course, is that poor people are disproportionately affected by price gouging, which sucks. An economically efficient middle ground would be for governments to subsidize sellers not to price gouge during states of emergency, so that the seller still receives the higher profit which allows them to source more stock, and the poor person is also able to try to buy stock fairly. This also would not be a significant burden for the government given that emergency situations are generally few and far between.
