So after the this first layer of the DPM, would you need another DPM before block laying? I mean would you need to put another DPM on the foundation concrete before you start block laying?

Great insight but am honestly not impressed with how your workers fixed the dpm. I feel like it wasn't done properly, too many holes in the sheet which will eventually cause what you are trying to solve
