Yes, what they are saying is correct in the sense that simply having a British passport, or being born in Britain, does not automatically erase your ethnic or ancestral roots. You can absolutely describe yourself as British Pakistani. That simply means that you are British by nationality, but your ethnic and family origins are Pakistani.
