BOTO :
There are grades to uni. The best uni in Japan goes to top omakase sushi spots like Sushi Takamitsu bc uni purveyors reserve their best for them due to the chef’s reputation and what they are willing to spend. For uni don, some tourist spots are overpriced, but some places, esp in Hokkaido, have uni dons that are over $50 and the quality is superb, comparable to b grade omakase sushi spots. This looks like average grade in Japan but you’re right in saying this compares to what you get in LA for a higher cost.
