There should be an exit tax above certain thresholds. If they want to avoid inheritance tax and paying back into the system that helped raise their kids, they should be forced to be taxed in other ways.

If they die within 7 years of moving away, they are still liable to pay Uk IHT. Also, if they have assets in the UK, including property, HMRC may argue they haven't actually moved.
