SAN DIEGO, California — A fugitive wanted for 14 years in an Iowa kidnapping case was arrested in Mission Beach, San Diego, where he had been living and working as a chef. ​In 2012, Brian Anthony Williams was charged in Scott County, Iowa, in connection with an incident where a woman was allegedly kidnapped, assåulted, and shøt.
