Hurricane Rachel is about 775 miles west of the southern tip of Baja California with winds near 80 mph, drifting west-northwest at 7 mph. Gradual to steady weakening is forecast, and the official forecast turns Rachel north and then toward Baja California and southern California, arriving as a post-tropical low near 45 mph about 110 miles south of San Ysidro by Sunday morning and reaching Utah near 30 mph Monday. The European model puts the heaviest rain, near 12 inches over the next four days, over open water about 820 miles southwest of Chula Vista.
