Plutarch was a very morally grey character and I love that. He was Capitol and acted as such, but wanted this hellscape to fall. He knew the districts couldn’t do it alone, so he played both sides. He gained Snow’s trust and even gave him the idea to torture the districts during the beginning of the uprising, but he had a plan. He wanted to destroy Snow and the games by any means necessary without worry of who got hurt in the process bc he knew that was the only way

I’ve said this once and I’ll say it again. I need his (Plutarch) book next. It should be set post revolution he’s trying to figure out what to do, and how to run a broken and poor country, while we learn this story we learn his back-story and his rise to power, being trusted by both the dictator and the oppressed. “Finnick’s book next!” “No Joanna’s next!” no Plutarch he’s so interesting and it would make the best book.

why I find him so interesting is because the 10th games had hilarious heavensbee as a tribute and I don't remember them mentioning the heavensbees in the 10th games book but in the 50th games book it was mentioned that they're rich because they saved books during the dark days so I'm so confused on the timeline of his lineage 😭😭

Laodicea🇺🇸 :
My headcanon is that the Heavensbees had a secret stash of banned books that they collected just to flex that they were powerful enough get away with it, and Plutarch secretly read them. 1) I think he hints at being more knowledgeable of real history than the average propagandized patriotic Capitolite 2) He has such a calculating approach to rebellion, and he's a bit smug about it. I'm sure we all know someone like that (or read their comments on Reddit), a know-it-all whose values and sense of empathy is more theoretical and secondhand but too detached to feel authentic.
