The city down payment assistance program had two problems. The first being the qualification. So there was rules depending on income as to how much of a mortgage you could get that were more strict than traditional bank financing and caused things to be fairly difficult to qualify for. So it wasn't just a maximum of $500,000, but it was a factor of your income as to what the total purchase price you were able to get. The second was a lack of money. I have probably reached out 20 times in Kitchener-Waterloo, and I've only had one person who was able to qualify when money was available.

They do that when they hold cheques. My money leaves my account my supplier does not get it for 7 days. So where is the money? They make millions this way.

Kingston, ON and at least one other local municipality have had this (very similar at least) down payment program for a while. It's slow and clunky (shocker, government) but it works well for those that fit the guidelines. I've done a couple mortgages for clients over the years that used the program.
