I have a theory That Gap never actually won against shingen, well perhaps he did get stronger and fought him again but ended up losing in high diff, but then after seeing how damaged Korea got because of shingen and his tyranny, Gibuk jang no longer benefit from them and therefore decided to get rid of shingen, and shingen ended up losing most of his top executives and Guardians, hence why he became lethargic
