Alabama Governor Kay Ivey issued a mandatory evacuation for non-residents, tourists, and visitors in coastal Baldwin and Mobile counties effective 2:30 p.m. that day, and declared a state of emergency for 40 counties through October 14. Gulf Shores and Orange Beach had already urged voluntary evacuations and declared local states of emergency; the annual National Shrimp Festival was canceled, and Gulf State Park closed. Isaias is forecast to make landfall near Gulf Shores as a strong Category 2 storm, with the Gulf Shores mayor warning residents, "If you don't leave, you can't leave."
