In October 2021, the Ministry in Charge of Emergency Management (MINEMA) of the Republic of Rwanda, in partnership with the United Nations High Commissioner for Refugees (UNHCR), permanently closed the Gihembe Refugee Camp. Established in December 1997 in the Gicumbi District, Northern Province, the camp served as a critical sanctuary for Congolese refugees for nearly 24 years. The decision to close the facility was driven by severe, progressive environmental degradation and public safety hazards that compromised the well-being of its residents. Relocation Framework and Outcome To ensure human dignity and safety, a phased relocation program transferred the camp's population prior to the final shutdown. Residents were provided with two primary pathways: • Mahama Refugee Camp: The majority of the approximately 10,000 residents were relocated to Mahama Camp in Kirehe District, Eastern Province, which offers superior, modernized infrastructure, durable shelters, and integrated socio-economic services. • Urban Self-Settlement: Families choosing not to relocate to another camp were permitted to register as self-settled urban refugees, integrating into various towns and municipal centers across Rwanda.#masisi #africantiktok #congo
