yeah that's completely legit it's actually a rule that it's an automatic 30-day suspension if you use your government vehicle for anything on work-related which includes transporting a non-government employee. if you lie about it you can certainly be terminated for that. unfortunate situation but completely legitimate outcome. the fact that they put a surveillance team on him though that is absolutely ridiculous and he should sue for that.
