This is an engine with another engine ontop and they share a drive belt I assume the standard trans behind the engine in the bay.

Okay hear me out, 8-1 collector on each side. Use the additional exhaust from the top engine to help spool turbos that only feed the intake on the bottom engine. OR!!! A chain drive connecting the crank from the upper to the lower engine. Would this help contribute power or simply split the power between them?

OK the top engine makes considerably more power than the bottom, so in theory the bottom engine is pulling power away from the top. so both are actually struggling and there's no way it will make any power wot.

yes it works it acts like a blower with the belt its connecting the 2 cranks together so the top one is helping the bottom one while under load
